    Would talent/skill of the +40% shield block rate raise the block stats with the Dragan's set?

    The skill and the set each provide block stats independent of one another but would be added together if you used both. Just like having damage on more than one item.

    the talent says shield block though? that's why I'm asking. would it work with anything? shouldn't it just say that it raises your block 40% then?

    the talent and stats of the set will all stack, with everything equipped and active you'll have the base block stats of your shield, plus any bonuses from your shield, plus the base block added from the warlord pauldrons, plus 30% to both rate and block added from the full set bonus. if your shield has +60% block rate and +60% block amount, you'll end up with a total of +130% block rate and +90% block amount, as well as the additional bonus from the pauldrons.
