I had asked this previously but didn't get a conclusive answer. So here it is again:

Let's say I'm a level 20 SW with all level 20 gear including wand and I then encounter a level 20 DK that had his shield glyphed to level 45. Obviously this is going to give the DK a tactical advantage in the block(s) dept. Would this not also basically render my wand ineffective due to the level difference and require me to upgrade the wand to level 45 to fight fire with fire?

Some senior pvp players in the game maintain that this is the case but others say it isn't so...

    What say you?

    It isn't.
No shield whatsoever can block more than a maximum of 80% of your attacks. (block rate)
And, the damage of those 80% can be reduced only by a maximum of 80%. (damage reduction)
The 20% that does not get blocked will be further filtered through armor and resists but even those have maximum values.

However, when there is a level difference, I believe these percentages could go higher, so you might not be able to scratch a level 45 for example while they can 1 hit you into the dust.

That level difference between characters(and mobs also), is the other factor that effects the damage. The level of the items they wear or the level of the item that attacks them has no impact on damage calculation. It of course changes the stats of the item; but it's the stats, not the fact that it is upgraded to 45, that are used in the damage calculation.

It's why a 45 can stand outside KH in Swerfield and remove all gear and still not be dismounted from their horse.

Let's put this into perspective with a monster... If you are a level 20 SW and you walk into the Swerdfeld Pastures, how long can you stand there (no fighting!) without taking any damage, even when surrounded by a mob? I find that while you might take some damage, it isn't much. It will take a long time for a mob to kill you.

It is going to be somewhat similar in PvP, in that the level 20 DK with a level 45 shield has a ton of armor that your damage may not make much of a dent on. You still might do some damage but it won't be significant. And of course, if a level 20 DK has a level 45 shield, one must assume that other items are also upgraded so you aren't just fighting against the shield.

This is why twinks ruin the game for new people trying to do PvP. There is no way a new level 10 toon, with level 9-12 equipment, can compete with a level 12 toon that has level 45 gear.

True , that is whole problem for farming gops and maintaing gappers... calling them OP's , all low level ops are the sole cause the low level pvp is not doing fine, but this game, it too has fun, u sow what u reap

I think it is reap what you sow. Yes if you want to pvp you should start at a very early level.
